Investigators are trying to determine if high winds caused a building collapse that trapped two people, including a woman who had to be rescued in north St. Louis on Thursday.

Fire Capt. Dan Sutter told The Associated Press the building in the 1300 block of N. Garrison collapsed onto another three-story building.

The victim says she was on the computer when she felt the building shake and heard a loud noise.

She called the fire department and when they arrived they saw part of the building had collapsed.

The first crew to arrive immediately called for a task force trained to handle collapsed building rescues, but decided the building was too unstable and could not wait.

Firefighters used a ladder to rescue the woman through a window, but then a nearby wall collapsed.

Fire fighters then pulled the trapped woman out through a second-floor window.

She declined medical treatment.
