Ty Perry, Metro’s manager of supplier diversity, said he wants the appropriate minority-owned and women-owned businesses to know the basic ground rules for bid packages and opportunities to become prime bidders.

“We broke apart a larger contract into five smaller ones. We also set separate goals on each contract. These changes make it easier for minorities and women to bid as prime bidders on multi-million dollar contracts,” Perry said.

The Station Finishes Without Elevators contract will have a 20 percent minority-owned business enterprise goal and a five percent women-owned business goal.

Bonds are not being given out by Metro. Potential bidders must secure a bond from a bonding company based on their credit worthiness and net worth, Perry said.

The contract includes a complete maintenance program for a one-year period. Hydraulic elevator systems with glass cabs are to be installed along with other construction at the stations, Perry said.

Moreover, the Stations Without Elevators package is part of a $21 million Metro package soliciting for bidders to provide material, labor services, equipment and supervision necessary to supply, install and maintain seven elevators at six stations cross-county Metrolink Extension Stations.

The MetroLink cross-county extension connects additional communities by adding eight miles to the existing rail system which spans 38 miles from Shiloh, Ill. to Lambert-St.Louis International Airport. Cross County includes a major redesign of the Forest Park-DeBaliviere Station and the addition of nine new stations throughout greater St. Louis and St. Louis County.

The station finishes, Perry said, are the final phase of work to be completed on the $550.3 million light-rail project.

The Cross County project is a public project and contracts will be awarded based on the lowest responsive and responsible bid, Perry said.
