When Gregory Rose retires as University City Manager in February, the city will turn to a familiar face. Deputy City Manager Brooke A. Sharp, Esq. — a veteran public administrator, attorney, and proud member of the National Forum for Black Public Administrators — will step into the role of Interim City Manager on February 6, 2026. Sharp’s appointment not only ensures stability during the transition but also underscores the growing presence of Black women leaders shaping municipal government across the region.

“Brooke has earned the trust and confidence of the Council through her professionalism, integrity, and deep understanding of University City’s operations and community priorities,” said Mayor Terry Crow. 

Sharp joined University City in 2021 as Assistant City Manager and was promoted to Deputy City Manager in 2022. In that role, she has overseen departmental operations, advanced strategic initiatives, and supported major city projects. Her legal expertise and municipal administration experience have been central to infrastructure improvements and community development efforts.

A graduate of St. Louis University School of Law, Sharp also holds a Master’s in Public Affairs from the University of Missouri–Columbia and a Bachelor of Science in Psychology from Lindenwood University. She is a member of the Missouri Bar Association, the International City/County Management Association, and the National Forum for Black Public Administrators. Her career includes service as City Manager of East St. Louis and City Clerk of Dellwood.

“Her continuing leadership will ensure continuity and stability as we begin the process of identifying our next City Manager,” Crow said. “We are grateful for her willingness to serve during this important transition.”

The search for University City’s next permanent City Manager will be conducted by MGT Consulting Group, a Tampa-based firm specializing in executive recruitment for municipalities and public institutions.
