Things got a little testy at the April meeting of the 6th Ward Democratic Organization for State Representative Penny Hubbard when 6th Ward Democratic Committeeman John Maxwell asked her to explain her decision to vote with the republicans to override Governor’s Nixon veto of the Congressional redistricting bill. Hubbard initially gave the lame excuse that she voted with the republicans because she was not given any instructions from the democratic leadership on how to vote. This was lame because according to members of the democratic caucus Hubbard attended very few caucus meeting. She also stated that she did not know why she was appointed to the redistricting committee. If she had been attending the caucus meeting she would have know that the caucus had recommended someone else with more legislative experience to sit on this committee to carry the water for the Democrats. Republican House Speaker Tilley overrode the Caucus selection and put Hubbard on the board. Hubbard’s appointment to the redistricting committee was just one of the perks Hubbard received from what most political observers believe was a deal made with the republicans to give them enough votes to override the Governors on the redistricting bill.Because of redistricting,  Hubbard is running in a district that is distinctly different from her current district. Her district contains a large area that was part of the 63rd district and contains areas that Carnahan has represented as both a state representative and congressman. There are two other candidates running in this district, Sam Cummings and blank. Cummings father is Ray Cummings, a lobbyist for Local 420 of the Teachers Union. Blank is lobbyist for blank. These two opponents will vie for support from the progressive organizations and labor, groups that are not inclined to support Hubbard because of her vote on the congressional district override and her pattern of voting with Republicans in the house on a number of issues.
