Francella Jackson has been awarded the 2011 Freeman-Kortkamp Award, along with Bob Ciapciak. The award honors outstanding service leadership from United Way of Greater St. Louis board members. Jackson is director of community programs for the East St. Louis Police Department. She has been a member of the Charmaine Chapman Society since 2001, on its cabinet since 2006 and on the United Way board since 2008.
