Roger D. Whittler was promoted to the rank of captain of the Missouri State Highway Patrol, from lieutenant, and designated director of the newly created Career Recruitment Division at General Headquarters in Jefferson City. Most recently he was assistant director of the patrol’s Human Resources Division.
