An advisory panel to the state board of education wants the state to step in and run the St. Louis Public Schools district through a three-member panel.

Under the plan, the school board would be stripped of its power, and the superintendent could be replaced.

The system would also have to have its accreditation snatched away – although it is not fully accredited at this time.

Instead of a total takeover, panel members proposed a partnership.

“We do not recommend that the state take over and operate the St. Louis Public Schools, but rather that it help by appointing a temporary board to oversee the operation,” said committee co-chair Frankie Freeman.

The three member transitional board would have total control over the budget and curriculum. It would include two people appointed locally, one by the board of aldermen president, the other by the mayor.

The third board member would serve as CEO. That person would be nominated by the State Board of Education and appointed by Governor Blunt.

Slay, Alderman President James Shrewsbury and Blunt would have to agree on all three appointments.
