Alvin Parks

East St. Louis city manager Alvin Parks was fired Monday morning by the city council.

His successor, Edith Moore, was sworn in immediately.

Moore currently serves as the president of the board of the East St. Louis Housing Authority and is a township trustee.

Parks had served as city manager since August when the city council voted to fire Traycee Chapman, who had only been on the job for one month, and replace her with Parks.

Previously, Parks served eight years as mayor, but lost his April re-election bid to Emeka Jackson-Hicks.

Park says the council claimed he’s in violation of his contract, but he plans to challenge his dismissal.
