(CNN) — President Barack Obama on Tuesday called for the closure of Guantanamo Bay after delivering a plan to Congress to achieve a goal that has long eluded his presidency.
“The detention facility at Guantanamo Bay does not advance our national security. It undermines it,” he said in remarks at the White House.
Previewing a new argument that the administration hopes will help its efforts to close the prison, Obama spoke to the cost of keeping the facility in Cuba open with less than 100 prisoners remaining there.
He added, “Leaving this facility open is contrary to our values,” declaring it a “stain” on America’s record of upholding the highest standards of the rule of law.
