State Rep. Jamilah Nasheed’s historic local control legislation (House Bill 71) is now headed to the Missouri Senate after receiving final approval in the House. The Missouri House gave strong bipartisan support to the bill, passing it by a final vote of 109-46-giving the bill a veto-proof majority and sending a strong message to Democratic Governor Jay Nixon.

“We won a significant battle in the House but now it is on the Senate to follow our lead and do what is right for the people of St. Louis,” said Nasheed, D-St. Louis. “This isn’t about a power grab and it is not a political stunt. It is about ensuring accountability and giving a voice to the voiceless. Municipalities around the state already have this control.

Why shouldn’t St. Louis have it as well?”

Nasheed’s bill would allow the city to establish and maintain a municipal police force under its own authority. It also would provide for the employment of the officers and employees of the current police force and the continuation of their salaries, benefits, and pension plan, as well as the continuation of any regulations regarding residence. Nasheed said the bill addresses the concerns raised by police officers regarding their retirement benefits.

“The bill that passed out of the House is a strong piece of legislation that gives us a solid framework for transferring control of the St. Louis Police Department without jeopardizing the retirement benefits of police officers,” Nasheed said.

Nasheed said she is optimistic the bill will receive support in the Missouri Senate.

“This is truly a historic moment,” said Nasheed. “St. Louis City had its control taken away during the civil war and now, in 2011, the Missouri House has sent a strong message to the voters of St. Louis City by returning that control. I am proud to have been the sponsor of this historic achievement.”
