Richard Franklyn Carter

Richard Franklyn Carter was the youngest of six children born to Hannibal Cleveland Carter and Rose Belle Cooper Carter in St. Louis, Mo on June 29, 1929. He attended and graduated from Sumner High School and Lincoln University, where he majored in education with a minor in psychology. He married Dorothy Broussard, and to this union, two children were born.

Richard was a resourceful and energetic professional with experience in business administration, management, supervision and sales. He worked in these capacities for Lincoln University as the director of admissions and with the Missouri State Highway Commission, where he retired in 1995.

Richard remained close to his high school classmates through his membership with the beloved Costa Rica’s organization. He cherished his time with his fraternal brothers of Kappa Alpha Psi Fraternity, Inc. Richard was a lively person who enjoyed life to the fullest. He enjoyed entertaining family and friends in his home and was loved by all. He was a dapper gentleman who was full of charisma. He was true to his open and opinionated spirit even as his health began to fail, and he moved to Houston to be closer to his children.

Preceded in death by: his mother and father; two brothers, John Hannibal and Charles; three sisters, Mary, Rose and Annette. He leaves to mourn: his daughter, Sheila Lombard Wilson; son, Richarc J. Lombard M.D.; granddaughter, Shantay Yarbrough (Wesley); nieces, Alice Powers and Xam Wilson Cartier; great-niece, Kelly Navies; great-nephews, Richard Navies III and Hannibal Navies and many dear friends.
