ACORN and various Urban League block unit members were at the MSD meeting last Thursday to protest the proposed rate hikes. One of those protesting was Norman Seay. I think Urban League members were surprised to see that Jim Buford was a member of the MSD board. Buford, who was appointed to the board by Francis Slay, voted for the big rate hikes last month. (He is pretty much a rubber stamp.) They were scheduled for final approval this month, but Slay and Dooley urged the board to postpone them as they were getting a lot of heat due to the size of the increases.
