Minority, Women and Disadvantaged Business Enterprises (MWDBEs) that have successfully completed three to seven relevant projects in the last five years are strongly encouraged to submit proposals for the north grounds component of the CityArchRiver 2015 project. This particular component will revitalize approximately 22.8 acres of the northern areas of the Gateway Arch grounds.
A pre-bid meeting was held July 22 “to familiarize offerers with the site and proposal process,” said Ray Prazak, branch chief of contracting services for the National Park Service’s Denver Service Center. The National Park Service issued a solicitation for north grounds construction proposals July 15.
The entire CityArchRiver revitalization effort is broken up into 10 areas, each consisting of separate construction tasks. Bids for the south grounds component were due on July 11.
“What we wanted to do was make sure that we provided the St. Louis community with every opportunity to bid, so we broke [the project] up into 10 areas,” said Susan Trautman, executive director of Great Rivers Greenway.
Great Rivers Greenway is responsible for administering projects funded by Prop P: The Safe and Accessible Arch and Public Parks Initiative, which was approved by St. Louis County and St. Louis City voters in April 2013. Both the north and south grounds components are being funded with monies from Prop P.
Construction on the north grounds is expected to last from September 2014 to May 2016. The majority of the project, however, will be finished by October 28, 2015, the 50th anniversary of the Arch’s completion.
The major categories of the north grounds component of the CityArchRiver 2015 are: landscape and irrigation; concrete pavement and walls, earthwork, site electrical and storm sewers.
Construction will consist of two phases.
Phase 3A will include (but is not limited to): revitalizing grounds, building reflecting ponds, replacing soil, revising grading profile, irrigating lawns and planting trees.
Phase 3B will include (but is not limited to): building processional walks, setting up lighting, stabilizing east slope and removing and relocating security bollards.
The government will provide soils, site furnishings and London plane trees to selected firms.
Proposals for the north grounds component are due Thursday, August 14 at 4 p.m. Mountain Time.
