Circuit Attorney Jennifer Joyce usually enjoys the support of the boys and girls in blue at the St. Louis Metropolitan Police Department. But now many rank-and-file cops have their panties in a knot because they say the circuit attorney’s office is not issuing enough murder warrants. It appears that Joyce’s department is issuing a lot of IUV’s (issue under advisement, pending further investigations). The word is that Joyce’s problem keeping prosecuting attorneys on staff helps to explain her hestitation to issue murder warrants, and her staffing woes are in turn due in part to her micromanagerial style. And the cops say when they are refused murder warrants, suspects are free to intimate potential witnesses or commit crimes. The cops say Joyce’s staffing problems are good for the worst kind of criminals.
